Overall structure of the data transmission (DIP) The XML structure for the transmission of data is being changed from the ELMA to the DIP (digital inbox) interface. The root element of the entire XML file to be transmitted is now dip:dip. This includes the dip:header section, which contains all of the necessary sender information for the file to be attributed to the correct specialist application and sender. This is followed by the dip:body, which contains the actual data. In order to be processed correctly, the code attribute in the dip:application element must contain the value “CRS”.

The corresponding XML schema definitions and further details can be found in the CRS-specific and general DIP communication manuals on the Federal Central Tax Office website (www.bzst.bund.de).

Changes with the CRS XML schema version 3.0 This circular updates the official data set description for CRS reporting to version 3.0 of the CRS XML schema. The schema change will enter into force on 1 January 2027. The current schema version 2.0 should continue to be used for data transmissions until 31 December 2026. As of 1 January 2027, only the new schema version 3.0 can be used.

The schema version 3.0 introduces new data elements and value lists. Data transmitters are asked to prepare their systems for the new schema version in good time. The following official data set description provides a detailed overview of all of the changes.

CRS form for individual data transmitters For individual data transmitters, a CRS form for transmitting data is available in the Federal Central Tax Office’s online portal (www.online.portal.bzst.de). The data sets have to be entered individually in the online CRS form.

Further details on transmitting data via the form can be found in the communication manual CRS Part 2 (in German only), which is available on the Federal Central Tax Office website (www.bzst.bund.de).

Mass data XML upload In addition to using the form, it is also possible to upload an XML file manually via the Federal Central Tax Office’s online portal. After logging in to the Federal Central Tax Office’s online portal, the form for the XML upload can be found under “Portal” / “Massdata-Upload”.

In contrast to the automated transmission via the DIP interface (section 1), the manual upload can only be used to upload the only be used to upload the crs:CRS_OECD XML. The file cannot contain a DIP envelope dip:dip.
